Plumber is a logic game. You have to rotate the pipes and connect them each other to let the water flow. but don't try the shortest way, it doesn't seems to be working always. you have to do it as much quick as you can because you have time, also another tip is not to rotate the pipes very much. Try to rotate them as few as you can to get more points.
